			<content:encoded><![CDATA[<p>Montgomery County  Public Schools (MCPS) has seven  schools on Newsweek’s list of the top  100 public high schools in the  nation—the most by one district.     The <a href="http://www.newsweek.com/tag/americas-best-high-schools.html" target="_self">2010 America&#8217;s Best High  Schools</a> list ranks schools   based on their efforts to provide all students access to rigorous   classes, such as Advanced Placement (AP) and International Baccalaureate   (IB) courses.</p>
<p>By having seven schools in the top 100, MCPS breaks its   own record of six, set in 2008. Last year, MCPS had four schools in the   top 100.     The seven high schools are  Richard Montgomery (33),  Poolesville (59), Bethesda-Chevy Chase (63),  Winston Churchill (75),  Thomas Wootton (83), Walt Whitman (85), and  Walter Johnson (95). The  remaining MCPS high schools all finished in the  top 3 percent of all  schools in the nation.</p>
<p>MCPS is the only Maryland  district with  schools in the top 100.     “The Newsweek report is another   confirmation that the reform efforts we have put in place the past 11   years are having a very positive impact,” said Patricia O’Neill,   President of the Montgomery County Board of Education. “We have made a   commitment to giving all students access to college-level work, so they   are better prepared for the rigors of post-secondary classes.&#8221;     Several MCPS high schools made  significant gains on the list from last  year, most notably Poolesville  High School, which jumped from 305th to  59th this year. The list is  based upon the “Challenge Index,” developed  by the Washington Post,  which put out a ranking of Washington-area  schools earlier this year. <a href="http://projects.washingtonpost.com/challengeindex/ranking/2010/" target="_self">MCPS had five schools in  the top 10 on that list</a>.</p>
<p>Receiving a college ready score  on an AP or IB exam has been  identified as one of MCPS’ “<a href="http://www.mcps7keys.org/" target="_self">7 Keys to College  Readiness</a>,” a series of K-12 benchmarks that lays out a pathway to  college  preparedness.     Students who succeed in rigorous  classes,  like AP, are more than three times as likely to get a  bachelor’s degree  than those who do not, according to college completion  data.  Among  MCPS students in the classes of 2001-2004, only 25 percent  of those who  did not take an AP exam earned a bachelor’s degree.</p>
<p>But  among those  students who took at least one AP exam, 60 percent earned a  degree, and  among those who scored 3 or higher on at least one exam, 76  percent  earned a bachelor’s degree.    “By providing broader access to  rigorous  classes, we are giving our students a distinct advantage in  college,”  Superintendent Jerry D. Weast said. “Simply taking an AP class  more  than doubles a student’s chances of earning a bachelor’s degree,  which  leads to higher lifetime earnings and greater success in the   workplace.”<br />
The Newsweek list is the latest in a string of  accolades  about the performance of MCPS students:</p>

<li>MCPS has  the <a href="http://www.montgomeryschoolsmd.org/press/index.aspx?page=showrelease&amp;id=2780" target="_self">highest graduation rate  among the nation’s large school  districts</a>, according to a report released by Education  Week on  Thursday. The MCPS graduation rate of 83.1 percent is  significantly  higher than the state and national rates.</li>
<li>The class of 2010 has  earned <a href="http://www.montgomeryschoolsmd.org/press/index.aspx?pagetype=showrelease&amp;id=2762&amp;type=&amp;startYear=&amp;pageNumber=2&amp;mode=" target="_self">$232 million in college  scholarships</a> so far this  year,  an all-time record for the district and nearly $50 million more  than  last year.</li>
<li>MCPS has been named one of five  finalists for  the <a href="http://www.montgomeryschoolsmd.org/press/index.aspx?pagetype=showrelease&amp;id=2727&amp;type=&amp;startYear=&amp;pageNumber=3&amp;mode=" target="_self">$1 million Broad Prize  for Urban Education</a>, which   recognizes large school districts that raised student achievement and   narrowed the achievement gap.</li>

<p>This is great advice for prospective homebuyers over the next 45 days, as two key government programs that have kept home ownership more affordable than ever wind down to their completion.</p>
<p>First, the Federal Reserve&#8217;s Mortgage Backed Securities (MBS) purchase program will come to an end on March 31, just two weeks away! Without this program home loan rates could have been at least 1.00% higher&#8230;and potentially even higher&#8230;over the last year. Throughout 2009, the Federal Reserve was the primary buyer for MBS, purchasing as much as 80% of the supply in a given month. When this program ends, a lack of willing buyers will likely cause MBS prices to drop and rates to rise as a result.</p>
<p>The second shot will come on April 30th, which is the deadline for purchasers to get under contract to qualify for the Home Buyer Tax Credit program, which has been providing a tax credit of up to $8,000 to first time homebuyers and up to $6,500 to repeat purchasers.</p>
<p><strong>Just How Much Will Waiting Cost?</strong></p>
<p>While no one knows for certain what the future holds, two things appear clear. Home loan rates will likely be higher in the future, and free money from the government will be gone. These deadlines will affect both affordability to purchase and the opportunity to refi.</p>
<p>For prospective homebuyers, any increase in interest rates erodes your purchasing power. In other words, a 1% increase in rate represents an approximate decline in purchasing power by 10%. <strong>For example, if rates increase by 1%, people who qualify for a $200,000 purchase price today may only qualify for a purchase price of $180,000 afterward. </strong></p>

		<description><![CDATA[The homebuyer's tax credit ends April 30.  Thinking of buying?  Then the time to act, my friend, is RIGHT NOW!!!!]]></description>
			<content:encoded><![CDATA[<p>You&#8217;re probably up to your neck by now in forms and paperwork as the April 15th income tax deadline approaches. Maybe you&#8217;ve already completed your taxes, paid your bill, or are awaiting your refund check. Either way, now is the perfect time to revisit the extended and expanded Home Buyer&#8217;s Tax Credit.</p>
<p>Why? Because now, as you calculate your tax bill or your refund, you can finally see in real terms just how beneficial a tax credit of up to $8,000 can be to your bottom line.</p>
<p>Here are the basics:</p>
<p>Qualified 2009 and 2010 first-time home buyers can get up to 10% of the home&#8217;s purchase price or a maximum of $8,000. In November 2009, legislation extended a tax credit of up to $6,500 (or up 10% of the home&#8217;s purchase price) to long-time residents of the same primary residence if they purchase a new main home. To qualify, eligible taxpayers must show that they lived in their previous homes for a five-consecutive-year period during the eight-year period ending on the closing date of the new home.</p>
<p>Important details to remember:</p>
<p>1) You don&#8217;t have to pay it back (as long as you stay in your qualified home for at least 36 months).</p>
<p>2) If you qualify for the credit, you can still apply it to this year&#8217;s taxes, even if you&#8217;ve already filed your returns, or save it for your 2010 returns.</p>
<p>3) This is a true tax credit, not a deduction. If you qualify for the full credit, there will be an actual dollar-for-dollar reduction of up to $8,000 (or up to $6,500 for qualified repeat buyers) on your tax bill now or in 2010.</p>
<p>4) New income qualification limits have been put in place that expanded the pool of qualified buyers.</p>
<p>5) If you purchased a qualified home or plan to after reading this article, you must have a contract in place by April 30, 2010 (with closing to take place by June 30, 2010), so don&#8217;t wait!</p>
<p>There are, of course, other details and qualification requirements and restrictions that you&#8217;ll need to consider. But don&#8217;t hesitate to give us a call if you have any questions. 		<description><![CDATA[FHA announced SIGNIFICANT future modifications to its loan program, and this will affect countless thousands of home buyers.  Here are the facts.]]></description>
			<content:encoded><![CDATA[<p><strong>If you&#8217;ve been thinking of buying, NOW is THE time &#8230;  and I&#8217;ll tell you exactly why!</strong></p>
<p>FHA mortgages have been very popular recently.  There are many reasons for this, including lower down payments, lots of options to obtain help from motivated sellers, and the ability for people with less than perfect credit to enjoy home ownership.</p>
<p> Yesterday we received guidance from several lenders that FHA rules will be a-changing.  The guidelines will be tightened significantly in the coming weeks and months.  Here are some important changes that could affect your 2010 home purchase.</p>
<p> *  <strong>The upfront Mortgage Insurance Premium (MIP) will be raised to 2.25% from 1.75%.</strong>  This will be effective in the Spring and the date is not known yet. <br />
<em>Bottom line: you&#8217;ll pay an additional half a percent of your loan amount at settlement.</em></p>
<p>*  <strong>HUD has put in a minimum FICO of 580 for the 3.5% down payment</strong>.   This change will go into effect sometime in the summer.  Note, however, that most lenders have already raised the limit to a 620 minimum, so this is really not a big change, but there is a probability that we&#8217;ll see the minimimum FICO score with most lenders increase to 640.<br />
<em>Bottom line: It&#8217;s getting harder for anyone with less than pristine credit to qualify for a mortgage.</em></p>
<p>*  <strong>Seller concessions moving from 6% down to 3%.</strong>  This change will be posted sometime in February and will have an effective date in the early summer.<br />
<em>Bottom line note from Tom: as a buyer&#8217;s agent, this is HUGE!  I&#8217;ve had several cases over the past year of negotiating a 5-6% credit from the sellers.  If 3% is the new maximum, it&#8217;ll be harder to negotiate with the seller to lower the up-front cost of the home purchase.</em></p>
<p> And don&#8217;t forget the <strong>TAX CREDITS</strong> that are set to expire in April!  So, to briefly recap why you need to <strong>MOVE NOW</strong> if you&#8217;re thinking of buying a new home in the coming year:</p>
<p><strong><em> Here&#8217;s what you can currently take advantage of:</em></strong></p>
<p> *  <strong>TAX CREDIT OF $6,500 to $8,000</strong> for repeat *and* first time home buyers (if qualified).<br />
*  <strong>The seller can pay up to 6%</strong> of the sales price of buyer&#8217;s closing costs. <br />
*  <strong>Upfront MIP is 1.75%</strong> (half a percent lower than it will be)<br />
*  <strong>No minimum credit (FICO) score currently</strong> (with lenders usually requiring 620). <br />
*  <strong>FHA allows Non-Occupying co-signers for income</strong> <strong>only</strong>.  (FHA loans are <strong>the only loans</strong> that allow a relative to co-sign for the borrower and do not require the borrower to have any source of income.) </p>
<p>I know this is a lot to digest, but I wanted to make sure all my friends have all the facts about the current market for real estate.</p>

			<content:encoded><![CDATA[<p>Here&#8217;s a just-released document from the National Association of REALTORS (NAR) that answers a lot of the questions we&#8217;ve been getting here at Kittleman Realty Group from our clients regarding the expanded homebuyers tax credit.</p>

<p>It&#8217;s important to note the income and home purchase price limitations. </p>
<p><strong>Purchase Price</strong>: The credit is available for the purchase of principal homes costing $800,000 or less, period. </p>
<p><strong>Income</strong>: The credit would be phased out for individuals with annual incomes above $125,000 and for joint filers with incomes above $225,000.</p>
<p>We&#8217;ll post again when the extension is officially signed by the President.</p>

			<content:encoded><![CDATA[<p>The Senate voted yesterday to pass an extension of the first-time homebuyer tax credit until April 2010.</p>
<p>98 Senators voted in favor of H.R. 3548, with zero votes against (two Senators did not vote).</p>
<p>The bill primarily is concerned with extending unemployment benefits, and is currently <strong>amended to include the extension of an $8,000 tax credit for those buying their first homes as well as an $6,500 tax credit for some borrowers buying a home for a second time.</strong></p>
<p>“This critical program has already enabled hundreds of thousands of Americans to become first-time homebuyers,” said Business Roundtable, an association of CEOs of leading U.S. companies. </p>
<p>The tax credit can still be removed from the final wording of the bill, if placed under further review. However given recent lobbying efforts in the industry and a feeling of Presidential support, this remains unlikely.</p>

		<description><![CDATA[Six things you need to know about the $8,000 first-time home buyer tax credit]]></description>
			<content:encoded><![CDATA[<p>Here are six things you need to know about the $8,000 first-time home buyer tax credit. </p>
<p>1.  $8,000 for new buyers: This credit is equivalent to 10 percent of the purchase price of the home–although it’s capped at $8,000 and applies only to first-time home buyers and principal residences. But unlike an earlier $7,500 home buyer tax credit, This one does not have to be repaid.</p>
<p>2.  First time buyers defined: For the purpose of this legislation, a “first-time home buyer” is someone who hasn’t owned a principal residence for three years before buying a house. (The date of purchase is considered the day that the title is transferred.) That means if you’ve owned a vacation home–but not a principal residence–within the past three years, you would still qualify for the credit.</p>
<p>3.  2009 buyers only: Only those who purchase a home on or after January 1 and before December 1, 2009 are eligible for the credit. Anyone who bought a home last year won’t be able to take advantage of it.</p>
<p>4.  Income limits: The tax credit is subject to income limitations. Single buyers need a modified adjusted gross income of $75,000 or less to qualify for the full credit, that’s $150,000 for married couples. Those earning more than these thresholds may be eligible for reduced credits.</p>
<p>5.  Refundable: Because the tax credit is “refundable,” qualified buyers can take advantage of it even if they don’t have much tax liability. This tax credit will be refunded to a buyer, if his year end tax liability is less than the credit.</p>
<p>6.  Recapture: Buyers have to own the home for at least three years in order to capitalize on the credit. If they sell the home before then, they will have to return the credit to the government. (Exceptions will be made in certain cases, such as death or divorce.)</p>
